Mr. Johns is the senior partner at Johns Monroe Mitsunaga Koloušková PLLC. He represents a variety of private and public clients in all phases of land use and real estate development law and practice.
Land Use
Mr. Johns has 35 years experience with the processes necessary to obtain approvals for land development and construction projects. He consults with clients and other professionals on the feasibility of potential development projects, preparation and processing of permit applications, negotiation with agencies, and represents clients at public hearings before hearing examiners, city and county councils, and other public agencies. He has also litigated numerous judicial challenges to land use approvals in the trial and appellate courts of Washington.
Mr. Johns is also legal counsel to the Master Builders Association of King and Snohomish Counties and, in that role, has lobbied local and state agencies on behalf of the homebuilding industry on a variety of issues including legislation on growth management, traffic, stormwater regulations, shoreline regulation, zoning and construction codes, environmental regulation, permit processes and utility issues.
Real Estate
Mr. Johns also has substantial experience in preparing and negotiating documents for real estate transactions associated with development projects, including purchase and sale agreements, financing documents, easements, restrictive covenants, leases, and formation and maintenance of homeowners associations.
BACKGROUND
Before he started Johns Monroe Mitsunaga Koloušková PLLC, Mr. Johns was the manager of the Land Use, Construction and Environmental Law section of the Seattle law firm of Reed McClure. Before he joined Reed McClure in 1984, Mr. Johns was a Senior King County Deputy Prosecuting Attorney representing the Building and Land Development (now known as DDES), Planning, and Public Works Divisions of King County.
Mr. Johns is admitted to practice in the State of Washington, United States Supreme Court, United States District Court, Western District of Washington, and the United States Court of Federal Claims.

PUBLICATIONS
Mr. Johns has written many articles on land use issues and frequently speaks at land use seminars, including presentations on subdivision and land development law. He and his partner, Duana Koloušková, are the authors of the chapter on Subdivisions in Washington Lawyer’s Practice Manual and are currently updating the chapter on subdivision law in the Washington Real Property Deskbook (due to be published in mid-2011).
